The theme for this year’s conference was ‘Vocational education and training systems, what works and why’ and the program was structured around four topics: VET systems; VET in developing countries; VET and economic and social development; and VET and special needs groups. This paper was part of the fourth topic and presents the results of a research study. The purpose of this study was to investigate Hispanic students’ participation in postsecondary technical programs in community colleges and two-year proprietary institutions in the United States based on their career development path in secondary schools. This paper describes results of the National Educational Longitudinal Study: 1988-94 survey data from the second follow-up in 1992 and the third follow-up in 1994. The data analyses were based on three research questions: (a) What are the technical/occupational programs in which Hispanic students in the United States choose to enrol? (b) What are the educational background factors for Hispanics pursuing postsecondary education? and (c) What relationship exists between selected independent variables and the dependent variable which examines the selection of a technical or occupational career program over other higher education programs? According to the researchers, implications of this study should contribute to the body of knowledge pertaining to the education of Hispanics. Moreover, this study should set the stage for further research on the importance of consistent career development for Hispanics throughout their educational life as well as provide educational policy makers with information needed to make future educational changes. The Hispanic presence and graduation rate in today’s institutions of higher education has improved but is in no way keeping pace with the Hispanic American presence in the United States. The percentage of Hispanics that actually receive degrees is very small and has remained relatively flat since the 1980’s. The researchers believe that college attendance and graduation rates are directly affected by low educational attainment of the Hispanic population as a whole and the high percentage of dropouts as a result of an educational system that does not promote excellence in an entire group of people.

The program for this conference was structured around sub-sessions focusing on particular themes. This paper was part of the second theme: ‘Human resource development and manpower training’. The author suggests that community administration has the responsibility for planning the education and training needed to ensure the provision of quality workers for a range of positions in government and business organisations. The manpower resources of a community can be treated as a system exhibiting certain behaviours that can be represented as a ‘directed graph’. With the application of graph theory, a solution to the movement between groups of workers can be found. Manpower planning for a community can be managed using this solution as a base. People working in a community can be grouped into clusters of varying education and training backgrounds. The flow of workers between groups is evident with movement taking place over a lifetime. Graph theory is applied to denote this system. An analogy is made with an electrical circuit to provide a brief overview and a solution. Figures for manpower planning are predicted.

In this article, the author suggests that most publicly funded vocational education and training (VET) systems throughout the world are hindered by their traditional bureaucratic management structures. These systems are operating in a rapidly changing environment influenced by globalisation, evolving technologies, changes in work and social values, the movement of higher education into VET markets, and economically driven public sector management reforms. It is argued that many VET systems if left unmanaged or managed in traditional bureaucratic ways, will become unsustainable and unable to adequately prepare students for the workplace. The article considers the influences of VET delivery and highlights concerns for systems contemplating change. It comments on the purpose of VET and the way VET systems are managed.

The program for this conference was structured around sub-sessions focusing on particular themes. This paper was part of the sixth theme: ‘Program standards’. The paper outlines a study undertaken to determine students’ perceptions of distance education courses taken during a Bachelor of Science degree program for vocational education, designed for adult off-campus students in the United States of America (USA). The study examined the following factors: (1) student learning in relation to self-rated levels of learning and understanding of content; (2) instructional techniques with respect to the teacher’s use of the lecture, handouts and visual aids and ability to encourage students to participate and reflect; (3) the medium in terms of how the technology affected the pace of the class, the quality of transmission, and the interaction between different sites; (4) student attitude with regard to their self-rated feeling about preferences for distance education instruction; and (5) students’ views about the possible future uses of distance education. Overall, the perception in all five factors (student learning, instructional techniques, medium, possible uses of distance education and attitude) was positive with possible uses of distance education having the highest mean score. Participants felt positive about distance education after having been involved in the program and students continued to take additional courses in the program.

The theme for this year’s conference was ‘Vocational education and training systems, what works and why’ and the program was structured around four topics: VET systems; VET in developing countries; VET and economic and social development; and VET and special needs groups. This paper was part of the second topic. The paper reviews the needs of a developing country like Jamaica in the Caribbean for technical and vocational education (TVE) graduates, explores the challenges of offering relevant high quality TVE within the secondary system, and proposes an alternative partnership educational paradigm for TVE which directly involves the business world in both the public and private sectors. The paper also poses questions which would need to be answered before the paradigm could be operationalised.

The program for this conference was structured around sub-sessions focusing on particular themes. This paper was part of the first theme: ‘Social and ethical issues’. The delivery of training in a culturally sensitive, flexible manner is vital to achieve positive outcomes when training indigenous people. The paper examines many of the do’s and don’ts when delivering culturally sensitive training. Case studies will be presented where practitioners can work together and determine how delivery can be adapted to promote cultural sensitivity, but it should not be at the expense of outcomes. A range of outcomes from case studies are presented and evaluation techniques and instruments are discussed at the reaction and learning level. The Queensland Government in Australia recognises that improved education leads to higher levels of employment opportunities. The main educational deficits that have been determined are: high innumeracy rates; poor spelling and comprehension rates; and high skills deficits, particularly in the areas of plant operators and trade skills. Training programs described here range across life skills, management training, employment related vocational education and training, traineeships, apprenticeships, training program development, and delivery to overseas students. The training described has developed strategies and benchmarks in the delivery of culturally sensitive training, particularly focused on the Aboriginal and Torres Strait Islander people, with a sizeable proportion of that population residing in remote areas of Queensland. Transport and other costs related to geographic remoteness add to the cost of food, housing, infrastructure and service delivery.

This paper presents results from research at Sydney Institute of Technology that is intended to measure organisational performance with regard to improving access, participation and completion rates of its customers with special needs (CWSN). The first part of the paper outlines the selection and definition of CWSN performance indicators which give relevant and accessible data. The eight indicators currently being applied are: enrolment rate; representation in Award streams; pathways; student contact hours; course completions; module completion rate; module load completion; and attrition. The second part of the paper presents an example from the available data and a description of the process of aligning the data with occupations predicted to have the highest average annual growth rate in the next five years within the Sydney area. The paper concludes with a brief comment on implications of the research for vocational education and training (VET) and occupational destinations for CWSN.
